  KIPP NorCal Proposition 28 Funding Overview

   All of KIPP Public Schools Northern California’s local educational agencies (LEAs) receive annual Proposition 28 funding from the California Department of Education (CDE). LEAs are required to use Prop 28 funding to provide a minimum source for annual funding to “supplement arts education programs” for TK-12 pupils. Annual state apportionments and allocations per LEA can be found on the CDE’s Proposition 28: Arts and Music in Schools Program Funding Results. Schools can collaborate with teachers, families, and students to decide which program(s) to offer.

  Allowable Expenses

Per the CDE: LEAs with 500 or more students are required to ensure that at least 80 percent of AMS funds to be expended are used to employ certificated or classified employees to provide arts education program instruction. The remaining funds must be used for training, supplies and materials, and arts educational partnership programs, with no more than 1 percent of funds received to be used for an LEA’s administrative expenses.

  Compliance Requirements

As a part of Prop 28 compliance reports, all LEAs are required to submit Board-approved annual reports and post Proposition 28 plans on LEAs’ websites.

  Reporting Logistics:

The Prop 28 AMS reporting portal will be open from 05/01 – 06/30 of each school year. LEAs will submit reports through that portal. Submitted reports must contain the following information: types of program funded, the number of FTEs, classified personnel, teaching aides, the number of pupils served, number of school sites providing arts education programs with these funds.

The KIPP NorCal Public Accountability and Compliance Team (PACT) will work closely with the Finance and school leadership teams to complete annual reporting in a timely fashion.
